If the original Kool Deck texture is still bonded, the new acrylic system goes right over it after repair.

Probably close. A coating from that era has seen more than ten Arizona summers, which is the typical life of an acrylic cool deck surface. Signs it's due: color that chalks off on your hand, bare spots at the steps, and cracks that hold dirt. Recoating before those cracks let water under the surface keeps it a recoat instead of a repair job.
