Resurfacing, no. A new deck doesn't need it. What is worth doing early: make sure water drains away from the house instead of ponding on the slab, rinse chlorinated splash-out off the concrete, and if the builder left plain concrete, price a heat-reflective coating before your first full summer. Bare, cured concrete is the simplest prep there is.
Does my Avondale HOA have to approve a new deck color?
Often, yes. Most of Avondale's planned communities have an HOA, and many require architectural approval for exterior changes a neighbor can see. Check your CC&Rs first.
